laptop won't restore or startup repair

hi im having problems with my laptop. Every time i turn it on it goes through start up repair but always fails and says error code 0x1f and 0x490. I have tried to do system restore multiple times but that also fails. I have tried to do the sfc/scannow thing but says it cannot fix the files. This is what it says...

Hello sabreen and welcome to Seven Forums.

I'd try running the system file checker scan again. Sometimes it has to be run 3 or more times in order to fix damaged, corrupt, or missing files. (See the "Note" in Option Two, Step 4.)

SFC /SCANNOW Command - System File Checker

If still no joy you might consider a Repair Install. If successful it fix your currently installed Windows 7 and preserve your user accounts, data, programs, system drivers, etc. After repairing your operating system it will be necessary to reinstall Windows Updates. The repair takes about an hour on my machines but due to the number of updates that may take a couple of hours.

    Repair Install

If still not fixed you might consider using this opportunity to do a clean install of the operating system. One of the Forum experts prepared a tutorial for clean installing a factory OEM machine, and then there's a generic tutorial for all other machines including a link to doing a clean install with an upgrade disk.
