The Morgud2.zip was created yesterday, December 31st 2012. Personally I would just "iron over" a new Windows installation, but first i want to be sure its a driver issue, not a hardware one. I had a couple of years ago a malfunctioning Motherboard, some capacitors where fried back then, a new Motherboard fixed back then all the instability.
If i remember correctly, starting December i found a Sega Saturn Emulator. In order to play it without being a CD DJ, you need ISO's. So i went and created out of a couple of my old Saturn CD's ISO's. Then i remember i ran unto trouble with my Demon Tools lite, the Emulator didn't want to take it so i checked out other Virtual Drive Software, Alcohol120% and Power ISO.
I suspect that i maybe crashed something in my system, Registry wise, by having installed all three at once. Maybe i activated (accidentally)with two or so a virtual drive and that caused it.
Right now, i still have the problem, today as posted before, i tried to scan my system when it stopped. Also, when i came home just before, and started the PC up, it froze on the screen where you see those 4 balls join into the Windows 7 symbol. I tried a fix, and all it done was a system restore. What i would really need, is one of those Windows XP system restores, where i can restore my system to a state BEFORE December 2012. But somehow in Windows 7 it don't save such old restore points .
SCDEmu.sys should't be there, i deinstalled PowerISO and SPTD.sys is, according to the uninstaller Arc posted(Disk-Tools) not on my system.
Are you sure you looked into the correct Driver List file? If i look into the Driver List file that i added to Morgud2.zip, i don't see neither SCDEmu.sys nor sptd.sys.
Edit: Also, the Verifier.exe should not be running, it tells me its turned off.
