    BSOD SYSTEM_SERVICE_EXCEPTION 0x0000003B ntoskrnl.exe+74540 Windows 7

First of all, hello everyone :)
So in the past 2 months I've been having some serious(?) issues with my PC, I've been posting to whole bunch of different forums and yet, no one could help me.
This was like a month ago: BSOD ntoskrnl.exe Windows 7 [Solved] - Memory - Memory , everyone was saying it was bad RAM and stuff so I changed out my RAM, Graphics Card, and my PSU, hoping it will fix stuff.. but no.
Here I am still having issues,
My PC was taken to service and they couldn't fix it either... (I mean they were telling me it's fixed, but obviously it isn't)
So now my PC often (every day, once or few times) gets BSODs and sometimes just randomly restarts without any warning (BSOD, or any kind of message), it sometimes just freezes and there is nothing I can do but restart it on button, it happens when im playing games and then there is some noise (I suppose it's a continuous loop of the last sound that was playing before it freezed) and sometimes it just freezes while it's in idle and no one is using it, so when I come back I just see I can't move my mouse and then I restart it. It also happens when I am sometimes listening music on YouTube.. (so the anoying noise is there aswell)
The new RAM is tested with memtest86 and some other memory testing tool for 24h and it came up with no errors. The clean install of Windows has been done a few times and problems persisted.
Some times it BSODs and fails to dump it so I can not see it in Minidump folder.
The BSOD that happens most often is SYSTEM_SERVICE_EXCEPTION 0x0000003B, and then there is 0x0000007E with nothing above (the place where it should say something like SYSTEM_SERVICE_EXCEPTION), I got that BSOD captured with my phone but it didn't dump the crash so.. yeah, and then there is 0x0000001E also not dumped and with nothing above.

    Hi JustRelaxASC.

Test your RAM modules for possible errors.
How to Test and Diagnose RAM Issues with Memtest86+
Run memtest for at least 8 passes, preferably overnight.

If it start showing errors/red lines, stop testing. A single error is enough to determine that something is going bad there.

If it does not show any error, enable Driver Verifier to monitor the drivers.
Driver Verifier - Enable and Disable
Run Driver Verifier for 24 hours or the occurrence of the next crash, whichever is earlier.

       Information
    Why Driver Verifier:
It puts a stress on the drivers, ans so it makes the unstable drivers crash. Hopefully the driver that crashes is recorded in the memory dump.

How Can we know that DV is enabled:
It will make the system bit of slow, laggy.

       Warning
Before enabling DV, make it sure that you have earlier System restore points made in your computer. You can check it easily by using CCleaner looking at Tools > System Restore.

If there is no points, make a System Restore Point manually before enabling DV.

       Tip

Let us know the results, with the subsequent crash dumps, if any.

I already mentioned above: "The new RAM is tested with memtest86 and some other memory testing tool for 24h and it came up with no errors."
I will do the Driver Verifier and post later.

    Read what is suggested.

You are suggested to test RAM with memtest86+.

    Rest is on you.

    Oh, I am sorry I didn't notice..
But what's the actual difference between the 2?

EDIT: Also the guide to testing with memtest86+ you posted I noticed it says try swapping out slots and stuff and that some motherboards are very specific for the way you put your RAM sticks, but the thing is I can not put them in any other slots since HyperXBeasts have very big heat spreaders and my cooler is also huge so they just can not fit in the first 2 slots, I wanted to ask if I can change the rotation of cooler since I see the fan is deatachable from the huge metal thing (heat spreder?) so I can put it to blow the other way? I will maybe post a pic later of what I am talking about so you can see what I am talking about better.

EDIT: I can not manage to boot from usb with memtest86+ on it, it always says "Missing operating system"

After reporting the result of the suggestion that is already given.

There are other ways to run memtest86+. Read the guide.

It should not be, if you have chosen the right version to download.

Then there is another option. A bootable CD.

    Well I tried these two.

At the moment I do not have a CD, so that'll have to wait.
Altho I do not think there's anything wrong with RAMs since normal memtes86 with 6 passes doesn't come up with errors.
