Why does the first opened program doc in front of the Quick Launch?

Yeah, I can just use the quick launch. I only liked that the icons were much more seperated. Can you tell me, is it from left to right that the programs can be launched with shortcuts, i.e. the order of the apps correspond with + 1 - 9

Correct, the Windows Key + 1-10 shortcuts would be from left to right for pinned icons on the taskbar. This doesn't apply to icons in Quick Launch though. :)

The Quick Launch folder is located at the hidden system folder location below to add shortcuts to.

    C:\Users\(user-name)\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch
Personally, I like using the method in the tutorial below by "Send to" Quick Launch.
Are you sure that you don't mean to pin programs to the taskbar?

I've decided to stick with the taskbar buttons and never combine. I can't add the Downloads shortcut to the taskbar. Why is this?

Only programs have the "Pin to Taskbar" option in their context menu. For folders, you would need to use the tutorial below to add them as a toolbar on taskbar instead.

At the Taskbar Windows Explorer icon > Properties > Shortcut > Target, I replaced %windir%\explorer.exe with %MyUserProfile%\Downloads. I'm just trying to save RAM on my netbook. I just want to know how to move the icons around.

Yep, that method to replace the target would work as well.
To move icons on the taskbar, you could just drag and drop them left or right to whatever order you like among them within the taskbar.
