I found the drive installed correctly when I plugged it in with a disk in the drive but not without a disk

The easiest way: use Virtual Machine (free DL on MS) emulating XP. Plug the USB floppy in, wait for "XP" to pick it up & install a driver. Once ready, use the USB menu at the top of the window & select the USB floppy. It will be added as B: Neat.
