no go...reinstalled, but with the same webcam result, as attached :/
Clean Install Windows 7 or Clean Reinstall - Factory OEM Windows 7 would my last suggestions, but transfer any important documents onto a external medium, such as a USB flash drive or a external hard-drive.
Unless anyone else has any other suggestions?

Can you post a screenshot of your startup tab in msconfig.

I used the control panel method instructions and had to make 3 screen shots to show all the components. There is no other webcam software installed, though ACER Videoconferencing is shown...FWIW.
You have a lot of things starting up when windows starts.
Uncheck the video conferencing item, click apply, ok your way out and restart when asked.
Then see if your skype will work.
