You need a repair disk for emergencies. Do you have the install files or an ISO? USB Windows 7 Installation Key Drive - Create
If install files, compile them to ISO to burn using this: Bootable ISO - Create from Installation Files
At the minimum you should download the Repair Console to write to stick using tutorial above. Here are links to download: Multi-boot/Dual-Boot Windows XP on Windows 7

Uhh... I have the install disk, and isn't there a repair option on that?
Yes, if sfc /scannow cannot fix it, then the last resort before clean install is a Repair Install
