Yes, absolutely correct! Use DISKPART and CLEANALL, to wipe it (some people advocate a CLEAN is good enough, but with malware I never take the chance, and choose to use CLEANALL).

Correct, the factory disks would introduce an element of bloatware - I would use the regular installation ISO (links in tutorial posted earlier) which still works even if its not custom built.
Does the current installation have an option to burn the installation drivers to DVD? If so, burn as it it will help. Windows update will suck down most of the required drivers, with the exception of USB3, but we can locate those later on if required. If you use wireless networking, make a note of the adapter in case we have to find the driver manually on the internet.
