OMFG I'm a freaking genius. I was right. Quickboot was enabled. Just so y'all know. I had to hold F2 THEN turn the power on. Then I went through the settings and found that quick boot was enabled. I switched it to normal boot, saved and left. It restarted just how it needs to. Attempting to reinstall windows now. Thanks everyone for the help.
You still have to modify boot device order to be able to boot from dvd!

I did, I'm reinstalling windows as I type this. (On another pc ha)
Did you remove all partitions first? Otherwise boot manager will be installed/updated on ACTIVE partition

Use the Toshiba F12 one-time BIOS Boot menu key to trigger the installer to boot.

Then during Custom install delete all partitions to create new using the tools as shown in Steps 6-7 in Clean Install Windows 7.
