Boot into BIOS setup to see if the hard drive is detected at all under Storage drives or in the Boot order. If not you'll need to try reinstalling it to see if you can get it to be detected. If it can't be detected you'll need to replace it.

Reset BIOS to defaults to see if you can boot a disk: How to Boot A Computer from CD or DVD - YouTube

Once you can boot a disk you can try to rescue your data using Copy & Paste - in Windows Recovery Console from the Windows disk to another hard drive, external drive or flash stick. If you have all three you can try writing the Win7 installation media to flash stick to see if it will boot, but you must copy your data out to external then.

Once you can boot the disk you can also access System Recovery Options to run Startup Repair - Run 3 Separate Times.

If these fail then everything else that can be done to start Win7 including hardware tests to confirm the hardware status is in Troubleshooting Windows 7 Failure to Start leading up to if necessary rescuiing your data to reinstall.
