Alright, I just finished a clean reinstall and Windows 7 Loading Screen is back. However, it still takes 10 or so minutes to boot. Any further ideas?

Have you defragmented your hard drive after your new install and updates? There is nothing worse than a 5400 rpm drive that's fragmented. Just make sure its plugged in and charge is full before you do so because it may take all day.
Try wiping the HD first with Diskpart Clean Command to clear all code from the boot sector, then follow closely the same steps for getting a perfect Clean Reinstall - Factory OEM Windows 7 which shows how to sequence install so you can monitor at what step the delay commences.
Report back results.
If this doesn't reveal which program, etc is causing start hang, work through the Troubleshooting Steps for Windows 7 to gather clues from logs, system resources, test hardware etc.
As a last resort you try Gathering a Startup, Shutdown, Sleep, Hibernate, or Reboot Trace - Windows 7 Forums
Try this, I bought it for $17.95 and it's a lifetime license, just pay once. My system was slow on boot, (Win7 64B) used this utility and cut the boot time in half. :) This utility actually works.
