Obviously that is not a windows message. Download and run the free MalwareBytes (antivirus software) https://www.malwarebytes.org/
on the same site is some other free programs you should run - see "Anti-Rootkit" under Other Tools.

Power up and Tap the F8 key continuously until you see ablack page with white text,
Use the down arrow key to toggle to safe mode withnetworking/ hit the enter key.
    Login as usual

Have you downloaded anything from a USB drive .... the drive was probably infected, and this will load because you have not disabled "autorun/autoplay". AutoPlay - Enable or Disable

Malwarebytes should take care of it.
Download (free version) Malwarebytes' Anti-Malware to your desktop
Malwarebytes | Free Anti-Malware Detection & Removal Software
    * Double-click mbam-setup.exe and follow the prompts to install the program.Right click to run as Administrator, using Windows 7 or Vista.
    * At the end, be sure a checkmark is placed next to Update Malwarebytes' Anti-Malware and Launch Malwarebytes' Anti-Malware, then click Finish.
    * If an update is found, it will download and install the latest version.
    * Once the program has loaded, select Perform full scan, then click Scan.
    * When the scan is complete, click OK, then Show Results to view the results.
    * Be sure that everything is checked, and click Remove Selected.
    * When completed, a log will open in Notepad. Please save it to a convenient location. Copy and Paste that log into your next reply.

The message you're seeing is a standard Windows feature intended to display a custom message at startup. It certainly doesn't comes from a virus, directly at least. Here is how to use it:
Adding messages to Windows 7's logon screen - TechRepublic

That said, it's entirely possible that a malware is enabling this feature and it's a good indicator of its presence if you didn't set it yourself. Anyway, disabling it again is very easy, just changing 2 registry values.

    I recommend completing Jacee's post # 4.

Anything that pops up on my computer that I didn't instruct to is a infection of some kind as far as I'm concerned.

I can't read the language in the pop up so I have no idea what it states.
