It depends on the kind of image that was made. One kind of image takes a "picture" of every sector on the partition. Those have to be restored to an equal sized or larger partition.
Another kind only images the sectors that have data on them. These can be restored to a smaller partition as long as it is large enough to hold the data that was on the original partition. For example, you have a 100GB partition that has 25GB of data on it. If the image you make only images the sectors that have data on it, you should be able to restore it to a smaller partition, say 50GB, with room to spare.
