I uninstalled Explorer 11, but forgot to test it with Explorer 10 so I'll have to try again tomorrow. After the reinstall of 11 it still didn't work. I wonder if it there is something wrong or changed with my admin account that I'm not aware of. I did have problems launching Chrome; it wouldn't start either but Firefox did.

This might be worth a try if you haven't tried it already,
Add the Run box to the Start menu list you can also use Winkey+R to open the Run box,

Open the Run command and Paste either of these strings into it and Okay,
"C:\Program Files\Internet Explorer\iexplore.exe" -extoff
iexplore.exe -extoff
I removed Explorer 11 and tried to download and save files under Explorer 10 and still the same thing; it doesn't do anything. I also tried the above under explorer 11 and the same result, still not able to save files from any site including this one. Any other ideas? Thanks in advance.

Running IObit Malware Fighter Pro right now; it has found 16 threats and is still running right now.
Right clicking on an image DOES allow me to save it.
I'll try the safe mode with networking after the malware removal software I have finishes. Thanks for all the help so far.
It operates correctly (downloads files and allows me to save them) in safe mode with networking.
After IObit Malware Fighter Pro ran it found 21 errors which it was able to correct.
I still haves the same problem in normal windows mode.
Did boot to safe mode solve it or the malware killer? With other words.... problem fixed? If not: Clean Startup Troubleshoot Application Conflicts by Performing a Clean Startup also gives same problem? Don't forget to do STEP THREE after testing, this reverts to normal boot agin.
