    Cheers.
You won't be able to do allot of thing with toolbars.... that's kind of the point of No add-ons mode,

    Next try In-Private browsing,
Internet Explorer InPrivate Browsing - Turn On

I tried to follow the steps to turn on in private browsing, but with the right click on the IE icon I got only what is shown in the picture. I still can not enter anything in the address bar.

OK, I got the private browsing address bar, but even in that mode I can not enter an URL in to it, without getting the IE stopped working.

    No problem,
    Close No add-ons window,
Open your normal shortcut to ie which now looks like ie9 because your showing a 64 bit ie listing ?
    Use the keyboard shortcuts Ctrl+Shift+P
Or Gear symbol on the top right and Safety and In-Private browsing,
    Cheers.

Hi we're starting to post to quickly
    I recommend this and test,
    Create a new administrator account,

If the issue does not occur in new user account then refer the following link to fix the corrupted user account.

I created a new administrative user account, but have the same problem. As soon I type one letter in the address bar, the IE stopped working.

I'm leaning towards a Repair install or fresh install of windows 7,
Firefox will not help anything with Internet explorer,
