    Please, can someone solve this problem?
    I can't start many programs because of this.
    I want your help again.

    I have done many things and search on the internet but i can't find a solution.

    I have no other ideas here. I'd suggest a repair install of Windows: Repair Install

    If that doesn't work, then I'd have to suggest backing your stuff up, wiping the hard drive, and installing Windows again.
