    The gauges are an indication of the amount of dry ice (and resultant pressure from its evaporation) left in the cylinder. Possibly a separate chamber for each hose containing a chunk of dry ice hence a gauge for each hose and, also, allowing selective cooling to be achieved depending on the pressure indicated by each gauge and commensurate hose placement."

    Agreed. But that's unlikely given the aged look of the machine. If no known physical state of matter passes through those tubes they must be ornamental or merely to attach it to something else.

    You mix chemicals in it and it dispenses heat to thwart off frost in vineyards or other orchards

    Ok it dispenses something that is NOT one of the elements (Solid, gas, or liquid) it must dispense emotions. At the moment it is dispensing confusion and possible anger.
