Strange icons for shortcuts and files!

What's strange there ? For changing folder icon,look this
Folder Icon - Change Windows 7 Default Folder Icon
or
Folder Icon - Change Default Icon

They are shortcuts or ? You may need to rebuild icons cache. Icon Cache - Rebuild
Also run a scan with SFC /SCANNOW Command - System File Checker
Are you talking about the overlay icon that is replacing the 'shortcut arrow' icon on the shortcut? If so, these tutorials might help:

Look at the defender Icon of the file.
that usually happens on files that don't have a program to open them up.
