Sorry, I should have been more clear. I do recall from post #7 that you have a fresh install. But I'm suggesting that you start all over again, because something went wrong. I know that you said in post #41 that you won't re-install your Windows again, but that is what you should do and don't adjust the services.
You might try setting your services back to their default settings:
Services - Restore Default Services in Windows 7
Which one ?
You would want them all set back to the default settings to see if we can get your OS to act like it should. If that fails, you might have to re-install the OS again.
I know, but the problem is the Windows Installer. But I'll re-install my OS in my different PC.
You know that there should not be a problem with the Windows Installer after a clean OS install. and you should be able to install the latest version of the Windows Installer on a fresh install.
It appears that something went wrong during the install or you manually broke something. There might be a 3rd option/reason for the problem that you are having, but I'm not seeing it. Maybe other forum members can see what I'm missing.
So, which one the problem ? OS, Windows Installer or Windows Update ?
