    If you know the password to the Built in admin and that is the only admin then try to see if the Administrator account is enabled in Safe mode and then change your user account to Admin

    See Safe Mode

    Then Just enable the Default Admin in safe mode and then turn UAC off

       Warning
    This is Highly not recommended as this may leave you computer vulnerable to certain threats

    User Account Control - UAC - Change Notification Settings

    Boot into Safe mode and then enter the password for the Administrator account that should be there if there aren't any other Administrators

    and then follow the Tutorial above to Change the notification settings

    This forum tutorial will show you how but please respect the warnings given;

    Built-in Administrator Account - Enable or Disable

    If you've not activated this before you will have to set a password.
