You said you tried to reinstall but it blue screened, yet you can get into Safe Mode? Is this the new install or the old one?
Bad System Config info BSOD error is often caused by bad RAM.
Test your RAM - Test with Memtest86+
for 5-6 passes following the steps in blue link to test both RAM and slots.
Remove all but one stick to try install, then if probs persist swap sticks.
