1. Open Local Group Policy Editor, click on Start and type in gpedit.msc and hit Enter
2. In Local Group Policy Editor navigate to User Configuration \ Administrative Templates \ Start Menu and Taskbar and double click on Remove and prevent access to the Shut Down, Restart, Sleep, and Hibernate commands.
3. Now you want to enable this setting and click Apply and Ok. You can leave a note to yourself in the comment box, which I find comes in handy when changing a lot of settings in Group Policy.
4. Now when you look at the Power options in the Start Menu, the only options available are Log off, Switch user, and Lock.

No problem. You can use OPTION ONE in the tutorial below to be able to do it instead. Be warned though, this will remove the Shut down, Restart, Sleep, and Hibernate options from all locations for all users in Windows.
This also doesn't prevent users from using alternative methods (ex: shortcuts) to do these.
You might take a look at OPTION TWO in the tutorial below instead to see if it may work better for you. It will allow you to prevent specific users and groups from being able to Shut down, Restart, Sleep, and Hibernate the computer using any method.
