main basic features on windows 7 have stopped functioning

    Are you trying the Repair Install now, or to Clean Reinstall?

    Unplug all other hD's and peripherals,

    if Repair Install establish a Clean Boot from Troubleshooting Steps for Windows 7,

    if Reinstall then wipe the HD first with Diskpart Clean Command from the booted installer's Command line

    i checked my action center and it says i need to remove a Win32/Small.CA virus.
    could that have caused this?

    The first steps I gave you were to disinfect the OS before attempting repairs. Did you run Malwarebytes and what were the results?

    Did the Action Center link suggest a tool to remove the infection it claims you have? Is it possible this is an infection which has since been cleaned up? I would ask in our Security section for specialized help to insure its' removed.

    Are all of your Important and Optional Windows Updates installed?

    You can proceed with the repairs, or delete all partitions during a Clean Reinstall - Factory OEM Windows 7
