Tin foil around an EMI producing device will reflect the interference back inside and could potentialy lead to a significant positive charge. Putting it around a non EMI producing device will help shield it.Magikal said:

Foil around Monitor. I would NOT (mainly because of thermal insulation)
Foil around Desktop. I would not. Theoretically not a problem but I would rather have any EMI leaving the chasis rather than bouncing around inside causing potential BSOD
