Everytime I closed down or resarted [Windows 7] I got a message saying "1 or more programmes are still running, do you want to force shutdown?"
I followed this step-by-step instruction;

Is this safe to do and what does it actually do reducing it to 1000, will it build up errors, or is it just a superficial adjustment?

I would first take a look at what is running in the start-up entries with msconfig.
Hi Mr Brightside, welcome to SF basically changing that number will merely change how much time windows waits before automatically killing a "hung" process when you click shutdown, 1000ms=1 second
i get that myself a bit, even when there isnt anything open, it shouldn't do any damage, in fact, here is a tutorial from our very own Brink showing an easy way to set it to 2 seconds: Shut Down -Speed Up
It's actually not a big deal, at all, sometimes it just takes longer than Windows likes to close an application. Now, if your system is hanging for more than 10 seconds waiting, then maybe address the "application", not windows settings.

I agree if your talking about the "superfast shutdown" thing... if its the same one i used before there is no shutdown process, it just fires the "switch off" command to the PC, which is NOT good for either your hardware or your OS, changing the "kill" time does no harm though, it just makes it a bit snappier shutting down because programs dont have as long before windows forces it to close
