If you're talking about gaming then yes it is holding you back, in some (most) cases by quite a bit. Here is a review of that CPU,

It has the slightly faster x2 240 (2800 MHz vs yours at 2700 MHz) which isn't enough to show as much difference in performance, as the extra core on the x2 over your single core. Sorry to say but your video card isn't helping much either.
Unfortunately with it being a Compaq there is also a good possibility that they have bios locked it from changing the CPU to a faster model, been know (and seen here on this forum before) that despite the specs for the computer saying it will work with faster CPU's,

when the person(s) in question tried to install the new CPU the system failed to boot. Not saying that it will happen in your case if you decide to go for a CPU upgrade, but being prepared if you do and it doesn't work helps.

Thing is, the 4350 would also choke on Combat Arms and other games.

To give an idea as to the difference between the x2 250 (have to use the 100 MHz faster 255, but that won't make much of a difference) I linked to and the x3 8600 (they don't have the 8600 but the 8650, with the only difference between them being the TLB fix),

First the x2 is much faster, 3.0 GHZ vs the 2.3 GHz of the 8650.
Even if $50.00 is all you can afford, as I said previously you're going to have to buy a heatsink to go with that 8650 and that will add at least another $30.00 to it for one half decent. That x2 250 is only $11.00 more and it does come with a heatsink.
