Sorry you are so uptight- But most games today- any with complicated engine or gameplay has a tweak guide or many of them anyway- Some do not have an actual tweak guide guide- But many still have a guide with like info and to help folks tweak out his game- A pc is not a console.. It is the nature of the gaming beast. If you do not know or care that is on you. Few games out of the box these days just work and most all need patches and some have out a patch before the game hits store shelves and still is buggy.
Games that you can customize or tweak out means it can play on more systems. The games run fine for me and on older pc's- I take the time to tweak them out for best performance and graphics quality for the hardware I have. I am sorry you have troubles with the game or your system is 2 poor to play it properly- it is not my fault- I just tried to help- Maybe sims2 or pong is more your systems or your cup of tea- either way- I hope you can have some fun.
You could use or read both stalker soc and cs tg and get some ideas maybe how to get better performance- the same engine in all games.. As said some games do not have an actual tweak guide- you can still google- ask it something like- [how to get better performance from stalker cop] or what ever game..
Many games that have mp online will have some sort of tweak guides too- Most trying to compete or win or take the money will dumb down his graphics and eye candy for over all performance- You can read every word I just typed for your self if you care too by using google- or do not play the game/ games- that is on you.. I never ran ut04 at its most high graphics settings when competing- I had less eye candy and a older system - but kicked butt and I was not a hack cheater.. Playing solo- I would up quality settings ..
Other tweaks like adding the -noprefetch to the game exe on your desktop helps to stop the loading lag while playing- or in soc anyway- I never tried it in cs or cop. Also in soc you could use the -nointro switch to stop the game start videos advertisements etc.. If no one took the time to post such things or a guide we would not know- Them that do try and help or post such things can not make folks read it or try and help them selves tho..
Maybe you are using a laptop trying to play such a game- if so- that is over half the prob there- You can always try and kick the game down into dx9 might help and still look nice too. Dx8 does not look bad in stalker games either- stalker soc was written originally for dx8..>

I hate to tell ya but many games have the freeze loading thingy- fo3 same thing- even bioshock games and borderlands can do same things- just some games are worst than others at it. When you know what it is and want to play the game- you will do like I said and get use to not moving keys or your mouse while the game is doing so- or hard lock or freeze- or do not play- it is as simple as that..
