Hi and welcome to SF.

One thing we are gonna need is specifics of your machine, OS (32 or 64), clean install or upgrade, etc. then we might be able to help more quickly

just a guess, but try going into the Control Panel and Power Options. There you can configure how the shutdown button works.

This can be caused by an error during shut down, try this:

Goto the Start Orb, type sysdm.cpl, and press Enter. Click the Advanced tab, and then click the Settings button under 'Startup and Recovery' (as opposed to the other two Settings buttons on that tab). Uncheck Automatically restart.

I've seen this on a number of different XP boxes over the years. Clean installs, would work just fine for a random (and usually long) period of time and then, one day, it would behave in this same manner:
  • Click on Start button
  • Click on "Shut Down"
  • Computer goes through the entire shut down process with no errors posted either on screen or in the various event logs
  • System would appear to completely power down
  • System would then behave as if I had clicked on "Restart" rather than "Shut Down" and would power up and re-start XP
Never did fix it without doing another clean install - good thing I did this on a regular basis. The work-around would be to go through the shut down process and then turn off the power at the spike bar just as the MBO started the POST process.

Did the above do you any good? Probably not except to let you know that you are not alone:)

Here's a suggestion: If you are unable to get the machine to shut down in 7 then use the sleep feature. This will do just about the same thing the only difference is the computer will come back up quicker than from shutdown. Or, if you are really serious about shutting it down then allow it to boot back to your boot screen then go into XP to do an actual shutdown. Hope this will help you a little bit.
