Hi everyone i would like to know that Formatting a HDD frequently reduces the Life and Performance? i mean to say Complete Formatting (from Diskpart) NOT Quick Format :)

Theoretically yes but considering that the mean failure time for a sector is 1.6 million hours, it'll take many, many formats for the drive to go bad simply because of being formatted.

Yes, it will. But the next question is: by HOW MUCH will it reduce drive life, and that is a question that no one here can answer with any degree of certainty.

Presumably you have a situation where you need to format frequently, and if that is the case I would simply say to have a backup available, and also I suppose to consider using drive(s) with good failure specifications and warranty terms.

You'll need to read and write to one part of a disk for very long before it gives you any trouble.

The biggest enemies of a hard disk are shock (mechanical or electrical), vibration and heat.

It will have effectively have zero zilch nada effect on your HHD's life unless you plan on reformatting your drive 24/7 for umm the next 5 years. :) Certainly nothing I would bother about.
They can however fail for a bunch of other reasons so as always you should image your fresh install and make back ups of your data so in the unlikely event that it goes ni ni you can get up and running post haste.
There is software available you can run that will check your drives for potential problems.
