How can I stop this kind of folder appearing .

In looking at your snip I can see columns labeled Title, Contributing artists, and album. This leads me to believe your mystery files or folders might have something to do with your saved audio in Windows Media Player or some other media player like VLC. If that's the case I'd further guess you're seeing metadata (tags) attached to those audio files. Metadata can be included for books, photographs, audio files, and web pages. Digital audio files can feature album names, song titles, year of publication, genre, etc.

What is Metadata?

If these files are, in fact, metadata you probably don't want to eliminate them because they provide another way to search for your audio files. If you could provide a bit more information as to where these files or folders are located and under what circumstances they appear someone may be able to give you better information as to what they actually are.

It doesn't appear when I got this computer . It appear recently .. It found under C:\Users\User\AppData . I delete and it came out out again . And It is a empty folder .

Hmm, you blacked out the most important part of your screenshot: where these folders are located...Need more information here.
You say that new folders like these keep appearing out of nowhere? What do they contain?

Edit: new posts appeared while I was writing this...are the folders appearing within AppData, or within one of the folders Local, LocalLow or Roaming?

Do you mean they're under "C:\Users\your Windows username\AppData" or actually under "ComputerName\AppData"?

Something is fishy here...under your username, the AppData folder MUST contain three folders Local, LocalLow and Roaming. If this is a different AppData folder then I have no idea why it's there...
