Best Driving Simulator?

I was planning on purchasing/downloading a Driving Simulator, something that's not too performance intensive and could run on a regular, home PC. I've tried truck sims like EuroTruck but I want something with police/ambulances in it. Recommend some if you have any ideas!

Thanks for the help, I had that one before but the sirens are extremely annoying
