Don't use Windows Explorer to browse your pictures, and then double-click to "launch" your default image viewer program. That will create unique separate instances for each image you "open" this way. That's the design and intent, because of how you're using Explorer as your browser.

I would open Photo Viewer first, as the "browser".

Then use the File -> Open dialog in Photo Viewer to navigate to where your photos are stored, and open each image, in the same single window/instance of Photo Viewer. I'm actually assuming that capability exists, because to be honest I myself do NOT use Photo Viewer or Windows Explorer for image viewing/browsing.

I might suggest that there are numerous "better" products than Photo Viewer, for use as both (a) standalone image browser, and (b) default image viewer launched from Explorer.

For example, I myself use an old "legacy" version of ACDSee v4.0 (or v5.0) as my image viewing program. Been using it for maybe 15 years now. Love it (although the current product v12.0 or 2.5 Pro or something like that, is super-bloated, very expensive, and "worthless" in my opinion).

Many people vouch for free IrfanView, so you might try that.

Just about ANYTHING is better than Photo Viewer.

Thanks.. was afraid of that.. problem is I view photos from my work email Lotus Notes and with XP the individual pictures open in the same instance of window viewer... now I have a ton of the views open.. did not have this with XP..
I do not have the option to put IRfanview or anything like that on the computer.

"How can I set Photo viewer to open new picture in the same incident?"

with win7 the only way to do this is put 'all' the images you wish to view in the same folder (or on the desktop) --open one of the images and then use the keyboard's arrow keys to toggle through the images
