Can't run any programs.

First of all, I'm not sure if this is the right section to be posting in so I apologize. Secondly, the other day I got a virus that would redirect me to random webpages every time I tried to use google. So I tried malwarebytes, norton 360, norton power eraser, spybot, and avg. They all found stuff and fixed the problems but still I had the virus. I ran the scans multiple times and now they didn't find anything but the problem still existed. So I tried a new program called unhackme, and when I ran it, it told me to restart. Now when I try to run almost any program it seemingly does nothing but in task manager I can see it pop up then close by itself. The same happens in safe mode also. Does anyone know how to fix this?

Reading about the state of your system my advise would be to reinstall Windows instead of wasting hours trying to repair the system that in any case may be beyond redemption.

What is most surprising is that with the amount of security that you have provided how could the virus get into your system in the first place.

i tend to agree with both of the above answers but before you decide to carry out any of them, i suggest you first check whether or not your system configuration has suspicious (unknown) start-up items. go to control panel and click on administrative tools. double click system configuration and click the startup tab and look for suspicious items. they would have "unknown" under manufacturer column with Startup item that will look out of the ordinary. if there are any, please let us know asap.

Make sure to disable the proxy settings in Internet Explorer:

1) Under “Tools” in the browser tool bar select “Internet Options”.
2) In the “Internet Options” window that pops up, click the “Connections” tab at the top.
3) Click “LAN Settings” near the bottom of the “Connections” section.
4) If the “Proxy server” checkbox is marked with a check, click it to deselect/uncheck it.
5) Click “Ok” to close the “Local Area Network (LAN) Settings” window.
6) Click “Ok” to close the “Internet Options” window.
Reboot

Next, flush the DNS cache:
Open an elevated command prompt.... right click and choose to run as Administrator (in the dropdown menu)

Copy/paste ipconfig /flushdns press 'enter' key.

The sfc scannow keeps telling me, "Widows Resource Protection found corrupt files but was unable to fix some of them." Also, I did notice one weird startup item but it was disabled months ago. It's manufacturer is unknown and it is just called 977699860. And lastly I did the flushdns thing, but as far as I can tell nothing has changed.

You can try this manual method of removing the virus/worm files which can not be removed by AV products.

Type Msconfig in the start menu search and run msconfig.exe. In the services tab, put a check mark on Hide all microsoft services. Check the remaining services and confirm in Google (another computer) about the suspicious services and remove check marks on these services.

Open Task Manager, go to Processes put a check mark on Show processes from all users. Look for any suspicious processes, confirm on Google for any non legal process from either Microsoft or other installed programs. Right click on the process and select Go to file location. Check the folder and if found suspicious, kill this process in task manager and move the file(s) to another folder. Restart the system.

If the problem is solved, delete the moved file(s) later.

Nobody suggested running malwarebytes or cCleaner but in the end a clean install is the only sure way of a clean fresh system virus free in my opinion good luck.

The OP does say 'So I tried malwarebytes' but I would have thought if it was updated it would take care of pretty much anything.

I tried using msconfig and nothing seemed suspicious to me. Under processes the only strange thing was one svchost.exe was using a lot of memory, and in a virus scan last week it said svchost.exe was infected. But when I ended it, the color of my start bar changed but still nothing would run.

infinite apologies WANCHOO. you are right. you did mentioned it first but i was in a hurry then as i suddenly got an urgent call from my HQ regarding a sample that must be sent to Fiji on tomorrow's flight, so i just picked the closest one. apologies again and hope this never happens again.

Sorry i am getting old and missed were he said he tried all those programs and if they did not take the AV out or the program then a clean install is what is next. I have dealt with many versions of this virus and it is so embedded in the registry that you have to remove all entries of it and remove the right ones to get completely rid of this what i call take over your system program.
