How to define the times a new window blinks on the taskbar ?

I used to have a program that makes this change but I can't figure out what its name was. I re-installed Windows 7 on my machine and forgot to save its installation file.

It's a plain, all gray and squarish program, with a menu at the left and the corresponding options at the right pane. I has a lot of cool intuitive menus for everything one wants to change in Windows 7. I thought it was a TweakUI from Microsoft, but it looks like there's no such thing.

I just tried a program called Ultimate Windows Tweaker but that's a different one that doesn't have the option written at the title, and is also less organized IMO.

Anyone knows that this program is - please, let me know. Thanks a lot

As far as I know there's no TweakUI for Win7, most probably it was some third party program but I just can't figure out its name. It also has other options like setting the default action shown at the shut-down button.

Someone wrote the XP version works on Windows 7, but it doesn't (at least for me).

No matter how well you back up your files before formatting there'll always be something you forget.
