Ok. So I logged on this morning. Go to start Google Chrome up, I get 'The SubSytem needed to support the image type is not present.' I then reboot, Same thing, I've tried using Chkdsk, Nothing there, I've also tryed using SFC /SCANNOW which found errors but couldn't fix them... Anyone have any ideas? As I am limited to IE and Paint right now.

Welcome Joshyy, try running the sfc /scannow up to three times, rebooting between each one.
does any other program give this error?

Nearly every single program gives this error, Avast! Free doesn't work which is a real scare for me as I have litttle protection.

I will try running the SFC again.

Also enter this command in an elevated command window (Type cmd in start orb search and right click cmd.exe > run as administrator) and restart.

start /w ocsetup.exe ServerCore-WOW64

Sad but true. Your sfc logs show many (repetitive) hash mismatch errors.
A repair install would be the best and fastest way to get your problem fixed without losing your user profiles and other data.

I tried that first. After system restore and sfc all failed, I cannot repair install because I get the error 0x80070241, So I honestly do not know what do to.

There're many options for backing up data. Choose what you like.

You would need to buy a new key for another install and keep this one too. Did you follow the steps outlined in the tutorial for repair?
Another option for back up would be to simply copy your Users folder to anther drive. Depending on how many files you have it could take 30 min or hours to copy. After wards, wipe the first drive and do the clean install, copy back your data to the same folder in the new install. All of your program and settings will need to be re-done manually.
