Installing win 7 on formatted in old laptop

Ok, so I downloaded the right ISO and put it onto a disk. I put the HDD back into the laptop and put the disk in but it just kept saying Im missing O/S

I have downloaded the ISO's and Win 8 and other things people have suggested. I have them on my laptop. How do I put them on a disk to put into the laptop I'm trying to fix? I've tried putting ISO on disk and in laptop and it came up missing O/S.

Try another burner. ImgBurn is a good one. I think Windows includes a burner. You don't need whatever you tried.

The steps I gave you to Clean Reinstall include the latest installer and the MS tool to burn it to DVD. Please read and follow the steps. Is there some reason you cannot do this?
