How to change Icon highlight color?

You know the highlight color for when you click on icons is blue, I'm not talking about the thing in the Advanced Options under personalization, but the color that highlights the icons when you click on them. I want to change that from blue to red, and I don't know how. I think there is a registry key you need to modify to do it. I did it in linux, but this is Windows.

I can help you with this.
There are 3 states for that Hot(when you hover over a icon), Selected(when it's pressed), Hot Selected(after it is pressed and you move the mouse away) which one do you want red?

All of them different shades of red. Hover: light red. Selected:regular red. Pressed and moved away: dark red.

I can do this 1 of 2 ways

If you are using the default aero theme I can change that for you, using Windows Style Builder and post it here in a zip folder.
If you are using a custom theme you will need to ask the theme maker. It's not cool to change someone else work.

I can give you the image #s and you can use a resource hacker of your choice and edit the .msstyles

Whichever is the easiest and most effective. I am not using a custom theme, I am using the default aero theme. It would be helpful if you listed ALL the ways to do it if one or two doesn't work. Start with the file editing first, it's what I'm good at.

You would need a copy of the aero.mssyle and start a new theme look at post #38 it will show you how http://www.sevenforums.com/customization/135985-start-menu-color-change-4.html#post1358071
Then using a resources hacker export the images from the .mssyle edit them with a image editor and import the images back in the .mssyle
It's still a custom theme and you will need to do 1 of the 2 ways of enabling custom theme.

I actually figured it out, thanks for your help, but isn't there a way to do this in the registry? In Ubuntu, all you have to do is change a hexadecimal value and it changes the highlight color and various bars and buttons, couldn't you do it in windows, too?

I already have custom themes enabled, and I was wondering if you could make a theme for me.
The basic layout for the theme is stock windows, except the highlight color of the icons, buttons, etc of everything was red, and the progress bar and scroll bars were also red. Not any text colors, tough. And all the fonts be changed to times new roman. I downloaded the Windows Style editor and it's a bit complicated for my liking. If you could do this that would be great.
