Well I recognize the problem it's an issue with image compression.
I've never seen it on the scale you are getting here though.

Are you using any kind of download/connection accelerator software?
That would be my first finger to point.

Pretty certain it's not related to the video card/ driver itself.
It looks like something is crushing the data stream and messing up image compression.
If it was the driver it should affect EVERYTHING of that image type.

Sure seems like it's something "upstream" from your computer :/

Does it do it on any other computers connected to the same network? Or is it ONLY on that one machine?

I simply pointed out that this wasn't a driver problem, you took it as a personal attack. I don't do internet trolling so I decided I would just quit. I'll likely have to have a moderator come in here now and clean up this thread as many of these posts do nothing to help the person seeking help.

NO i didn't take anything as a personal attack and "trolling" is a disgustingly misused and overused word. With text communications it is easy to misunderstand each other. You seemed to take my questioning whether it's an accelerator or not an attack. But if you didn't, that's fine. There's plenty of helpful info the poster can try here however he's not that responsive.
