Solved PC won't boot- Safe mode with networking in system configuration

I've tried to boot my friends computer into safemode to have a look at a couple of things, I used system configuration (because I can rarely boot safemode manually) but now it keeps trying to apply updates and keeps reverting and shutting down. Now it is stuck in an infinite loop, someone please help!!!

I've tried system restore by running it from the recovery media, no luck. Is there a way to access system configuration while not being able to actually access the OS
