recovery disk creation wont load

so im about to do a system restore on my desktop computer win7, x64 and before im going to restore it i want to make a recovery disk for it, so i go and find the program in the start menu but when i try to open the recovery program it doesnt open, nothing what so ever happens ive tried rebooting still wont open so what now!?

The option to create a recovery disk is on the backup page.
Type "back" in the search box and then click on "back up your computer."
Then you'll see the "create recovery disc" option.
If that's what you're talking about. Not sure.
