how would i recover my data/files if my operating system is courrupted

if my operating system like xp or win 7 is corrupted/damaged which it can't be started to get/recover my files what software should i use

Use one of the Linux distributions on a bootable USB to gain access to your files. My favorite is Debian 6:

Download the Macrium WinPE .iso from here. Burn that to a CD - e.g. with ImgBurn. Then boot with that CD and make an image of the C partition to an external drive.

Now attach the external drive to another PC. Double click on the image file and mout it. Now you can open it in Computer and retrieve/copy your files.
