My story is simple, I bought a Sapphire HD 3850 512mb DDR3 !AGP! and i want 9.6 catalyst drivers installed NOW!
Well, I had to manually install the drivers first. So make sure your drivers are already extracted to your c:\ or w/e.
www.otleague.net/stuff/9.6_32_bit_hotfix.zip
This link will take you to my Problem Step Recorded (psr.exe) movie of how I got my drivers from the 9.6 Catalyst.
After I restarted I than installed the CCC from the C:\ati\Support\9-6_agp-hotfix_vista32_dd_ccc\Setup.exe. (hotfixs are for AGP cards only) You can use the setup know beacuse it doesn't need to install your drivers :D And boom I hope it works for you, like it has for me.
It took me close to a week of trail and error to get this answer.

This computer will become a good second computer until the time comes to buy a new computer.
Edit: Did not notice the solved check mark when I posted this but if your solution does not work, you could always try this one.

Here is a copy/paste of a post I made in another thread:

I also have had some problems with ATI drivers in the past with Windows 7. The problem with doing a clean install of drivers is that it requires a reboot but once the computer reboots, the WDDM driver install takes over before I could install any drivers. There were some tutorials out that was supposed to disable this automatic driver installation, but none of them were working for me with a clean installation.

But here is the workaround that I have found to be effective:

   Tip

1. Download and install Driversweeper (and make sure you have the video driver that is to be installed downloaded)
2. Go to Device manager Right click my computer /properties/ device manager / and Disable any under display adapters.
3. Reboot into safe mode (usually F8)
4. Run Driversweeper and select your video drivers ATI (or Nvidia if someone else with Nvidia is reading this)
5. Manually delete any ATI folders that may be located at C:\ ATI and Program files (both X64 and X86)\ATI
6. Reboot again into Windows and install the new drivers then reboot once the installation completes.

By disabling the drivers in device manager instead of uninstalling them, it allows you to reboot without the WDDM installation taking over. You also should use Driversweeper and do a clean driver install any time you install Video drivers instead of just updating them, especially when switching between ATI to Nvidia as any leftover driver remnants from one brand will interfere with the other.

After manually installing the 9.3 drivers, does the same thing as the vista 9.1 Still no custom resolution. Thinking it might be my system that's the problem. Tempted to install vista and see if custom res works or not. I don't use a computer monitor, so If I can't get proper screen sized video to my lcd tv, then windows 7 I have no use for.

Appreciate the help though.

Emailed ati and they said that officially only the hd cards are supported under win7. Yet the catatlyst 9.3 drivers that have support for my card are labeled as vista_win7.

have you tried other drivers? my card had many catalyst options, so i test a bunch, THAN i did this and got everything to be fine. I made something harder than it was, but for you, you might need to download a bunch of catalyst drivers and see which driver install right. it might be older ones, for me the oldest version was 8.6, than i tried 8.9, they worked.so yea test other driver packages. good luck man

im not sure but if you what it says in the system specs is correct then it only supports wddm 1.0 and from what ATi has said they have stopped as of March (and labeled them "legacy" cards)...
they will only provide quarterly updates to those so either 9.7 or 9.8/9 will bring your drivers to your card...;)

Hi there... I also installed WIN7 64bit with a powercolor X1950 AGP card.
Installing above ATI 9.1 does nothing. 9.1 installed, asked to reboot and then gives me BSOD before being started up.
Your link is not working.
Does anybody has his WIN7 64bit running with an X1950 AGP card?

I'm the same as you. But i'm using powercolor hd3650.
I tried installing the latest version of catalyst driver, but it wont work.
I just install the driver from the powercolor website.
Although it is older version of catalyst, but it works.
