You might try to contact MSI on the board, their support is very poor as is their boards.

When doing this what should I put is wrong with my Motherboard?

Yes, I also contact MSI I hope they reply with some sort of anwser, or there is a way I can get my money back to buy another mobo.. It was a pain to put it all together just to find out its messed up.

You GPU specs require a minimum of a 500W PSU. which you have, however this is an older model Corsair which has 3 12V rails delivering only 18A per channel. This may not supply needed power. I would recommend Newegg.com - CORSAIR Professional Series HX650 650W ATX12V v2.2 / EPS12V 2.91 SLI Ready 80 PLUS GOLD Certified Modular Active PFC Power Supply or something with a single 12V rail which provides 52A.

As for the board, MSI will have to decide on a replacement or refund. If you are in the time limit to return it to the seller, try them, it is usually only 30 day but a phone call to them will be more effective than email.

Awesome deal, I should probably update my PSU anywhom since its nearing on 7+ years. Hoping that is the issue sending my motherboard back will be a pain..

When I saw the HX620 was discontinued I assumed it must be older, maybe one of Corsair's early efforts in the PSU game.
As a PSU ages it can lose power output due to capacitor aging, I think it's called something else. A new PSU certainly won't hurt and is easier than disassembling the whole rig.
