The problem for the average PC/laptop buyer now is that they generally don't have an option (here at least).
What I understand from other posts on the forum is that retrofitting Windows 7 and sometimes even linux may not be that straightforward for the novice on some new PCs??? I know that there are posts/tutorials here on the topic but not everybody visits here.

PLEASE BE ACCURATE -- the rebate is only valid ON ANOTHER PURCHASE --this type of advertising is akin to sneakerware or suckerware.
It *Could* be OK if you need or want to make a second purchase - but if you just want to buy Windows then the basic 70 USD applies (69.99).
It's like those governments saying -- we will subsidise your power bills -- so we will give you 50% off the price of decent insulation -- but if you can't afford the energy bills in the first place this type of offer does ABSOLUTELY NOTHING to reduce the bills you are getting NOW - so you certainly couldn't afford to accept the offer in the first place.
However the spin doctors will gleefully announce (especially just before elections) "We are reducing your Energy costs" -- as always to those who can afford the often quite large layouts to pay for even 50% of the work.
If you need to buy a second product - go ahead -- but I rather dislike this type of advertising -- rather like 2 for one in a supermarket (BOGOFF - Buy One Get One For Free) - often leading to waste -- why not just cut the price of the original article by say 25% for a while.
P'SSST (don't tell everybody but I hear there's a good deal on FERRARI's at the moment -- if you purchase 2 you might get a Landrover thrown in for free. !!).
