Boots into desktop wallpaper, cursor movable, no GUI, no response

My Windows 7 was functioning properly until it suddenly stopped doing so, and I didn't even install or update anything.

Now it just boots into the desktop wallpaper and I can still move the cursor around, but there's no GUI and totally no response from any mouse key / keyboard / touchpad. CTRL+ALT+DEL does nothing, F1 does nothing, ALT+F4 does nothing, right click does nothing. Not even an error was shown.

In the past I used to do a System Restore from Safe Mode whenever things go wrong but now the same problem occurs when I boot into Safe Mode. After the wall of text (when booting into Safe Mode) it just shows the desktop wallpaper, but the difference is that a Command Prompt shows up. However, the Command Prompt is unresponsive, and I couldn't type anything in it, basically useless.

I've tried all the options from the F8 advanced boot options, none worked.

Should I just reinstall Windows?

edit: My desktop wallpaper is just basic wallpaper, non-fancy, non-animated.

When you got to Safe Mode did you choose Safe Mode with command prompt ? That's the only way a command prompt will pop up automatically in Safe Mode .

Both the option with CP and without CP also showed the dysfunctional CP.

Can you boot off the windows 7 installation disc or the startup repair disc and try to do a System Restore

I bought the laptop with Windows 7 pre-installed so I don't have the disc. I guess I'd need the vendor's help to try booting it from the disc? I'm sure he'll still charge me for that though. :(

This seems to have started yesterday, same thing except I get no wallpaper, just black screen of death. I think Malwarebytes had an update package hijacked, on all of the systems I work on that this has happened, Malwarebytes was deleting valid system files! So they either blew it big time with an update, or the update got hijacked.

I finally have an Intel machine that has more than 8GB of Ram.
My ASUS M2N-SE AMD Windows 7 machine is back to Windows 7. Replaced the AMD 4400+ CPU and maxed out the RAM (4GB).
My Core Duo machine is only 2GB of Ram and it is locked to Windows XP in order to run Pro Tools 6.4, which I have been using since 2004.
I have one other Dell OptiPlex 980 tower, Identical to this one,

To burn the .iso file inside Windows 7
