Is this supposed to happen after a reboot?

This has been happening awhile now. After my pc boots back up it takes a good 2-3 minutes for anything to respond. If I try to get on a browser the window remains white for some time before it loads. When I click a program it's very slow to start. Once the 2-3 minutes have passed everything is good as new. Should I reformat? There aren't any virus' etc. here.

This should assist in finding what is slowing your startup. A normal system should boot up in 30-60 seconds

The problem could be inferior Factory Preinstalled Win7 with all of the bloatware and duplicate utiltiies which have better versions built into Win7. These throttle Win7 from its native performance and can cause problems.

That's why most tech enthusiasts will not run such an install but instead Clean Reinstall - Factory OEM Windows 7. Everything is provided in the blue link tutorial.

At the minimum I'd Clean Up Factory Bloatware.

If this doesn't resolve performance problems, work through these Troubleshooting Steps for Windows 7 including hardware tests.

Try a Safe Boot - type Msconfig and go to Startup and Disable all.
Reboot and see the difference.

You probably have too many programs running at Startup.

BTW - the only way to get a 30 second boot is to install an SSD.

What about inferior user install? I've reformatted this one 3x already.

See how close your install came to the tutorial steps which provide a perfect install. If your install varied greatly I would do it over following the steps.

Did you download the Win 7 ISO and create the install media following Greg's tutorial for a Clean Reinstall?
If not, what did you use for the reinstall?

I haven't reinstalled lately. Last October was the last time I did a reinstall. I used the Windows 7 disc to reinstall. I haven't tried Greg's suggestions yet. I've been trying all suggestions.

A search returns MSE, Trend Micro and Linux OS. I'm not sure if my search results reflect your system.

Micro os turned out to be a sidebar that I disabled. Part of the command for the security client is msseces.exe if that helps you at all.
