Microsoft IME Right Alt Hotkey not working.

I have installed a new copy of Windows 7 Ultimate 64-bit onto a new machine.

Like my previous machine, I tried to change the input language from English to Korean with the right alt key.
It doesn't work. I've checked the keyboard with my laptop, right alt key changes the input language fine.

On my laptop (with working right alt key) in "Text Services and Input Languages" the default input language
is set to "Korean (Korea) - Microsoft IME." This is the only input language that has been set up.
I did the same with my new computer, but it doesn't work.

On my laptop when I hit the right alt key, the language would change as shown in the image above.

On my new computer when I hit right alt I hear the Windows exclamation sound and nothing happens.

Any help is much appreciated.

Hiyya JJ mate try a sfc and chkdsk for starters mate could be just a minor glitch.

Thanks for your continued help,
first link doesn't have any mention of right-alt.
Second link isn't for Windows 7.

I'm working on a solution too, so maybe someone can benefit from this too.

Update: I found another hotkey (completely by accident, a fortunate accident too) that seems to do the above described function in place of the usual 'right alt' key.
It is right-ctrl + right-shift. Any idea of how to change this? It's not too bad now that I at least have a hotkey,
but I'm just very used to using the right-alt as I have since before the Win 95 days...
