Hi and Welcome to SevenForums,

I wouldn't expect 'Programs' as such to be the cause of your internet speed not being what you expect.

There are a few things to consider:
  • The advertised speeds from you ISP (Remember these speeds are "Up To")
  • The speed the line is theoretically capable of
  • The speed you actually get

What speeds do you get when doing a speed test - Speedtest.net by Ookla - The Global Broadband Speed Test
What speeds do you think you should be getting?

Regards,
Jamie

Windows firewall allows all outgoing connections by default. I use a program from Sphinx-Soft that switches Windows firewall default to disallow all outgoing. Whenever a program tries to 'call home' a pop-up asks you yes/no eg open internet explorer and you get a pop-up. This only happens once per program. After half a dozen pop-ups, it soon settles down. There's a free + paid for version

Windows 8 Firewall Control: Sphinx Software

basically Sphinx-soft makes Windows firewall act like Zone Alarm etc

As has been mentioned, programs 'calling home' is probably not the cause of the OP's internet speed issues, but this firewall info might be of interest to others.

Blackgold BGT3650 Quad HD TV card. Also have various 3770 + 4770K render boxes.
there's alot of software to tweak and optimize your connection... the one im using is auslogics bootspeed... pretty much all-in-one app... but its not a freeware.... as for managing your connection i would recommend TinyWall... its pretty self explanatory.... or if want a simplier option there's Firewall app blocker... just drag an app and click apply and that app wont be able to use the net.... link: Firewall App Blocker
