Can you start Windows normally ?
It is from there you would go to Control Panel > User Accounts.

That sounds like you are saying you can't get to the User Account screen.

I enabled the Guest account, logged in as Guest (no password), and I can get to the User Account screen (no UAC prompt).

I don't know what your issue or solution is.
I would be concerned with Malware if I had this problem.

I was wondering if you could get to this screen, so we would know for sure if you are using the Guest account ...

If you want administrative rights you must login to an administrator account

Shut down your machine and restart it,
Take a picture of the login screen you see.

Thats because you are not logged on, don't worry though we meant with a camera.

I think we have this solved, You need to be an administrator to enable/disable UAC.

If you are not an administrator then you wont be able to change this

You ask the Administrator to give them to you.

They are there for a reason, I.E if a laptop or computer is stolen it cannot be wiped and sold on

Something about this does not sound right to me either. You do in fact need to be admin to change uac. But that does seem odd for the guest option to be greyed out.
