Trying to download Internet Explorer 11 but I keep receiving code 9C59

I use a packard bell easynote TJ65 with Windows 7 Home Premium 64bit. Everytime I try downloading IE 11 though Windows Update or the website, code 9C59 keeps popping up. I tried some tips on the website but I think it made the problem worse. Unfortunately I have no knowledge of computer programming and things so I have no other hope left to resolve this problem. Help please!

Please follow the Windows Update Posting Instructions and post the requested data
If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

please also upload the file C:\Windows\IE11_Main.log

There are a number of errors with Manifest files - these require CheckSUR to properly identify and fix.
There is no CheckSUR.log file in your upload.

PLEASE UPLOAD THE FILE IF IT EXISTS - if not, then please run the CheckSUR tool and post the log, or post the errors received when attempting to run it.

I've uploaded a file - sfeaa.zip - to my OneDrive at Noel's OneDrive
Please download and save it.
Right-click on the downloaded file, and select Extract all…
Extract to the default location - which will create a new folder sfeaa in the same place.
Open this folder - there should be one folder inside it (Packages)

Copy the content of the Packages folder to the folder
C:\Windows\Temp\CheckSur\Servicing\Packages

Now run the CheckSUR tool again (it may take a while)

Post the new CheckSUR.log file, and the CheckSUR.persist.log file.

Nope - sorry, but you'll have to wait a bit longer while I call in the cavalry as I cannot for the life of me work out the best way to attack Winning Component Key problems.

Can you re-run the System Update Readiness Tool please? When that's finished, zip up your CBS folder and attach it to your next post:

C:\Windows\Logs\CBS

It's normal, and it's why I asked you to zip up the whole folder rather than uploading the individual files Anyway, I have enough to work with for the time being. Can you now zip up and upload the following file please:

C:\Windows\system32\config\COMPONENTS

It will probably be too big to upload here so please can you upload it to OneDrive/Dropbox/another file sharing site?
